Support the FISCAL Act!

Right now, the federal government requires all K-12 schools to serve cow's milk. This “milk mandate” is bad for animals and students, and it should be abolished.

That’s why we’re asking you to support the Freedom in School Cafeterias and Lunch (FISCAL) Act. This groundbreaking, bipartisan legislation aims to amend the Richard B. Russell National School Lunch Act to require that schools offer a variety of milk options—including soy and equivalent plant-based alternatives—to students participating in the school lunch program.

As your constituent, I urge you to support Representative Carter and Representative Mace’s FISCAL Act, H.R. 2539, which would expand the types of milk offered to students in the national school lunch program.

No student should be excluded from federally funded school meal provisions because of their dietary needs or preferences. The FISCAL Act ensures this inclusivity by requiring that schools offer plant-based milk alternatives that meet the Dietary Guidelines alongside cow’s milk options, allowing kids to select the nutritious beverage of their choice.

Over one-third of all Americans have lactose intolerance, including a majority of non-White students. In fact, lactose intolerance affects as many as 90% of individuals in certain ethnic groups in the United States. Right now, an estimated 40% of students enrolled in our K-12 schools are lactose intolerant. With dairy milk as the only type of milk mandated in schools, students either face adverse health effects simply due to a lack of appropriate alternatives or forgo drinking milk, leading to massive waste in our school systems.

Please support H.R. 2539 to advance school meals that promote the health of all students and stop food and government waste. Our students deserve inclusive, nutritionally balanced school meals that reflect their dietary needs and preferences. The cafeteria should be a place that supports kids’ health, not diminishes it.
